PROPOSAL FOR A NEW MEDICAL COLLEGE
Health has been declared as a fundamental human right. However in the developing countries, it is still a distant dream. The health services and its delivery at the grass root level has come a long way since independence, yet, a lot is required.
Quality medical education is the need of the country which has a population of more than 1000 millions and which almost doubles in about 30 years. India is predominantly a rural state with 72%of the Indians living in the villages. The health services are urban oriented and nearly 70% of the health care efforts are directed towards the urban India, implying that a very small part of the country is accessible to these services. The major reason for this inhomogeneity is the lack of infrastructure and orientaton of the medical and paramedical personals. The modern medical education should be so designed that the budding doctors groom in the rural environment, get adapted from the beginning of their carriers and understand the needs of the people in the villages. Not only this, their clinical approach should be so groomed so that they can deliver the health needs as per the requirements of the local people and at the same time, maintaining the international standards.
The very purpose of establishing a new medical college in the state of Uttarakhand is to cater the needs of the under developed areas of the state, especially the rural parts of the states. The policies would be so designed so that it is rural friendly and at the same time, train the budding the budding graduates to have inclination to serve the villages and the hilly terrain of the state.

Equipments = Rs. 25 Cr
Security +cost of inspections = Rs.10 Cr.
Salary of the faculty / year = Rs. 20 Cr.
Vehicles = Rs. 3 Cr
Power back-upsystem = Rs. 2Cr
Recurrent expenditure of consumables/repair = Rs. 5 Cr.
Recurrent expenditure of consumables/repair (non-medical) = Rs. 5 Cr
Overhead expenditure /Contingency = Rs. 10 Cr.

EXPECTED TURNOVER
